Is it possible to pay the Jira app only to certain people, teams, roles, or groups?
Solution
In Jira, you cannot “buy an app license only for specific people/teams/roles/groups by default — app billing is usually based on the total number of Jira users on your site.
That said, the Jira User tier license must match the Tempo tier license.
Selling our licenses on a per-user basis is not currently possible, as all of our licenses are sold through the Atlassian Marketplace and Atlassian doesn’t support it.

In summary, you are billed based on your total Jira user count. The option to limit access to a specific app's functionality depends on the individual app vendor's design; however, this will not affect the licensing cost.
