Problem
Some Jira users cannot find Structure in the Apps menu of Jira.
Solution
This is most commonly caused by missing Jira-level access to Structure. Structure-specific permissions, such as permission to create structures or being a Structure administrator, do not grant access to the app itself.
To grant access, go to Jira Settings | System | Global permissions and grant the affected users, or a group they belong to, the 'Access to Structure Cloud' permission. Every user who needs to use Structure should have this permission granted to them, including Jira admins.
Please note - it takes Structure about 10 minutes to react to system permission changes. After granting the 'Access to Structure Cloud' permission, please wait for 10 minutes before asking the user to check if Structure appears in the Apps menu.
