Can managers see the hours logged to a confidential project in Tempo without being able to see that space’s work items?
Answer
Tempo has no built-in way to show worklog hours for a space without also granting access to its work items.
A workaround is to use Jira’s Work item security. Work item security is applied on top of project permissions and allows you to control who can and cannot view work items. So it can hide the work items themselves, and still allow the managers to see the time:

Apply a work item security level to the confidential space’s work items, and grant that level only to the people who should see them. See Atlassian’s Configuring issue-level security.
When the manager is excluded from the issue security, when they view a team member’s timesheet, the hours still appear, but the secured work item shows as No Work Item instead of its key and summary.
