All dashboard owners on your DC or Server instance must have active accounts on your Cloud instance before you migrate dashboards. This is due to a feature disparity on the Forge platform that prevents Custom Charts from impersonating users during the migration.
We highly recommend you migrate and activate all of your users first, and then create a second migration to move your data.
Migrate your Custom Charts data from Jira Server or Data Center (DC) to Jira Cloud with the Jira Cloud Migration Assistant (JCMA).
To access the JCMA, go to Jira Settings > System > Migrate to Cloud. For detailed JCMA documentation, visit Atlassian’s JCMA docs.
If you don’t want to use the JCMA, or you experience issues during the migration, you can move your Custom Charts data manually with the configuration import/export tools.
Pre-migration tasks
Before you migrate your apps and data, you must:

Make sure your users are prepared to migrate.

Prepare users and groups
Every user on your Jira instance must have access to Jira Cloud, and each user account must have a unique email address as identification. Your admins must use the same email address on Jira Cloud as the one set in Jira DC.
Additionally, if you have any private dashboards, make sure you invite the dashboard owners to join your Cloud instance if they are not already part of it. If the owner of a dashboard is not a member of the target instance, their dashboard will not be included in the final migration.
You will see warnings in the pre-migration checks if there are any issues with your users.
We recommend you run an initial migration for users and groups to avoid potential issues.
Run migration assessments
Part of the migration process involves assessing your Jira instance along with the apps you want to include in the migration.
To assess your instance
To assess your instance, select Begin assessing on the Marketplace Assistant home page. Make sure you read the dialog that displays, and then select Begin assessing to start the automated process.
If you have already run an assessment, the new assessment will overwrite it. Before you start a new assessment you will see an option to download the previous one’s report. Select Assess again when you’re ready to begin your new assessment.
The instance assessment runs in the background so you can continue working on your migration during the process.
To assess your apps
To assess your apps, select Assess your apps on the Marketplace Assistant home page. Set Custom Charts as Needed in cloud and select Done when you’re finished.
After finishing the app assessment, select Prepare your apps from the home page. This will guide you through connecting to a cloud instance, installing your apps there, and then accepting the app policies to finish installation.
Migration scope
Do not run the migration until you finish the steps in this section. If you run the migration without defining its scope, no data will be included.
There are two options available for to define the scope for migration of your data:

Migrate all data on your instance.

Migrate data from selected spaces.
Migrate all data on your instance
On the Choose your migration options page, select the Select all data option. During the migration, the JCMA will attempt to move all the data—including apps, users, groups, spaces, and dashboards—found on your Jira instance.
Migrate a set of selected data
On the Choose your migration options page, select Choose what to migrate. For each type of data you want to include, press Select. If you don’t want to include a data source, select Skip data (“data” will be the name of the source).
To migrate Custom Charts data, you must select at least one space that has a dashboard which uses Custom Charts gadgets. Make sure you select Dashboards, boards, filters and automation rules when you get to that step. On the selection page for that data, you can choose to either migrate only the dashboards linked to your selected space, or all dashboards included on your instance.
Dashboards must have the space selected as a Viewer and Editor in the dashboard permissions.
Run the migration
When the pre-migration check finishes, select Review migration to view the results. If there are any warnings or errors, take the appropriate actions to resolve them and then run the pre-migration checks again.
Some pre-migration checks, especially Data preparation, may take some time to complete. Select Continue and review later to run the checks in the background until they finish.
After reviewing the pre-migration results, select Run to begin the migration. This process continues to run in the background; you can leave the migration page and return to it later to check on the migration’s progress.
Verify the migration
Go to your admin settings for Custom Charts, then go to the Cloud Migration tab to view a list of your recent migrations.
The Gadget Status Breakdown column displays the status of Custom Charts gadgets included as part of a migration. Select Completed to download a list of migrated dashboards and gadgets.
Custom Charts tags items that might have issues post-migration with Manual Review. For example, custom JQL may require a manual review as Custom Charts can’t update custom field IDs. Select the Manual Review tag to view the dashboard flagged dashboard and review it to make sure it appears as you expect.
