Admin-controlled rate limits are only available on the Data Center version of Custom Charts. Atlassian manages rate limits for the Cloud version.
Control the number of requests made to the API within a specified time frame. Rate limits prevent excessive usage of an API, and makes access to the API fair for all users.
When a user hits the rate limit, the following message displays:
Jira is taking longer to respond than normal
Don’t worry though, it just means the chart may take slightly longer to load while waiting for the data.
Rate limit options
You can enable rate limits from the admin settings for Custom Charts. After enabling this feature, you can set the following options:

Rate limit refill rate: Sets the amount of requests restored per unit of time.

Rate limit refill time: Sets the time a user must wait for more requests after exceeding the rate limit.

Rate limit burst capacity: Sets the maximum amount of requests a user can use without triggering a refill.
