Symptom
Creating a plan with POST /4/plans fails with "Cannot create recurring allocation without any specified effort". This happens when the request body uses plannedSecondsPerDay with effortPersistenceType set to SECONDS_PER_DAY. The same plan created in the Tempo UI succeeds.
Cause
plannedSecondsPerDay is deprecated and is no longer used to set planned effort.
Resolution
Use plannedSeconds instead of plannedSecondsPerDay in the request body. plannedSeconds combined with effortPersistenceType sets the daily or total planned time.
