Cloud migration stalls at 85% when the org-admin group is missing

Symptom

A Data Center to Cloud migration with Tempo stops at about 85%. The Cloud logs show generic errors in the Accounts and Generic Resources tasks. No Accounts are created on Cloud.

Cause

Tempo looks for an admin account in the org-admin or site-admin group on the Jira Cloud site. It uses that account as the fallback in the Accounts and Generic Resources tasks. If the site has neither group, these tasks fail.

Resolution

1. In Jira Cloud, create a group named org-admin.

2. Add at least one active admin user to the group.

3. Re-run the migration.

Prevention

Check that the Jira Cloud site has an org-admin group with an active admin user before you start the migration.
