Why are Custom Charts gadgets missing in Jira Cloud after a JCMA migration?

Problem

After migrating Custom Charts for Jira Data Center to Jira Cloud with JCMA, the migration shows as complete, but some or all dashboards are empty in Cloud or gadgets are missing.

Solution

This can sometimes happen when the dashboard owner was not active on the Jira Cloud site at the time of the migration. Custom Charts acts on behalf of the owner to recreate each gadget, and Atlassian's Forge platform currently blocks this for users who have not logged in and verified their email address (ECO-1507). Gadgets on these dashboards are skipped rather than failed, so JCMA can still report the migration as completed.

You may want to check:

  • The Cloud Migration tab in the Custom Charts admin settings. Gadgets with the status Skipped point to this cause.

  • Whether the dashboard owners had logged in to the Cloud site at least once before the migration. An invitation alone is not enough, and an admin using "Log in as another user" does not activate an account.

  • Whether the owners are active on Jira Cloud, not only on Jira Data Center.

If this applies, the ownership requirement can be handled in two ways, although neither is seamless:

This is an Atlassian platform limitation, so adding your vote to ECO-1507 and raising it with Atlassian or your Cloud Migration Manager helps with prioritization.
