How can dashboard owners be activated on Jira Cloud before migrating Custom Charts for Jira Data Center with JCMA?

Answer

1. Check the prerequisites

Custom Charts for Jira Data Center must be 7.8.4 or later and set to Needed in cloud in JCMA.

2. Migrate users and groups first

Run a user and group migration in advance.
Each user needs a unique email address that matches the one used in Jira Data Center.

3. Make sure every dashboard owner is active on Cloud

Each owner needs to log in to the Cloud site at least once using their own account and Jira app access. An invitation alone is not enough.
An admin using "Log in as another user" does not activate the account.
Owners need to be active on Jira Cloud, not only on Jira Data Center.

4. Run a second migration for the dashboards and Custom Charts data

5. Review the results

In the Custom Charts admin settings, open the Cloud Migration tab and check the Gadget Status Breakdown column.

This approach depends on every dashboard owner logging in before the migration. When there are many owners, the service account approach may be easier to manage.
