Scrollbar not usable in Timesheets (due to Atlassian Announcement banner)

Question

Scrollbar seems to be inactive / unusable when displaying a lot of issues in Tempo Timesheets. Scrolling using the mouse-wheel works only.

This problem is caused by a workaround that Atlassian recommends for the size of the Announcement banner.
