Does Portfolio Manager support webhooks (i.e. Zapier webhook)?

No, Portfolio Manager (formerly LiquidPlanner New) does not support webhooks. Currently, we support API, Slack and Jira integrations.
However, depending on your goal, an API call may provide the information you need. For more on Portfolio Manager APIs, please refer to https://api-docs.liquidplanner.com/docs/getting-started-notes-from-readme.
If you just want to be kept updated on changes made to tasks, we recommendation to build a Dashboard using the Changes widget in Portfolio Manager. The Changes Widget displays the five most recent changes on items within the scope and filter you set on the widget. You can click the widget to expand it to View Mode to see changes made over the last 90 days. This means you can create a Dashboard that has multiple Changes widgets dedicated to various filters, i.e. a widget for every project.
