In this hotfix for Tempo Planner for Server we've improved our license expiry notification.

HOTFIX
- We've improved our license expiry notification to show only to Jira Administrators.

	Upgrading Tempo Planner is free for all customers with an active Tempo license. Upgrade Tempo by using the JIRA Universal Plugin Manager (UPM).
